Неопределенный префикс пространства имен
я использую API погоды Yahoo

Решение
channel не является дочерним узлом элемента документа. Если вы читаете XML, элемент документа query с ребенком results, Я предлагаю хранить channel в своей переменной:
$channel = $xml->results->channel;
Вам нужно будет зарегистрировать пространство имен на каждом SimpleXMLElement прежде чем использовать его xpath() метод. В вашем случае вы регистрируете его на $xml, Но вы не регистрируете его на $channel или же $item объекты.
$ xml = simplexml_load_string ($ result);
$channel = $xml->results->channel;
$channel->registerXPathNamespace('yweather', 'http://xml.weather.yahoo.com/ns/rss/1.0');
$weather_location = $channel->xpath('yweather:location');
if(!empty($weather_location)){
foreach($channel->item as $item){
$item->registerXPathNamespace('yweather', 'http://xml.weather.yahoo.com/ns/rss/1.0');

DOM использует отдельный объект для выражений XPath, поэтому вам нужно всего лишь зарегистрировать пространство имен для этого объекта:
$document = new DOMDocument();
$document->loadXml($result);
$xpath = new DOMXpath($document);
$xpath->registerNamespace('yweather', 'http://xml.weather.yahoo.com/ns/rss/1.0');
$weather_location = $xpath->evaluate('//yweather:location');
...
