Я перепробовал много методов, но все еще неверный вывод

Способ 1

$SYNODIC_MONTH = 29.530588861;
$LUNATION_BASE = 2423436.40347;
echo   round(( (gregoriantojd (10,25,2003) - $LUNATION_BASE ) / $SYNODIC_MONTH ));

выходной 999, но 25 октября 2003 лунный номер 1000

метод 2 дает тот же результат

Решение

Вывод правильный, просто смещен на единицу. Если вы попробуете свою формулу в первый лунный день 17 января 1923 года, вы получите 0. Вы можете попробовать ее на нескольких других датах, и вы всегда получите правильный день, кратный 1.

Так что просто добавьте 1, чтобы получить правильный результат:
