не включен, когда мы находимся в Windows, то есть в #ifdef WIN32

Хотя это решит вашу текущую проблему, вы позже столкнетесь с некомпилируемым кодом (то есть написанным с ошибками) во время компиляции и все равно не сможете. Кроме того, честно говоря, библиотека ужасно разработана с точки зрения переносимости Windows. Код выглядит довольно древним и некрасивым, поэтому неудивительно, что он не компилируется. Вы могли бы иметь больше удачи с Iperf 3 поскольку они могли бы улучшить качество библиотеки и ее проблемы с переносимостью.
