Решение

Вам нужно собрать dlib следующим образом:

  1. cd dlib
  2. mkdir build -> cd build
  3. чмк ..
  4. делать
  5. sudo make install
  6. sudo ldconfig -> обновит кеш общей библиотеки

это создаст файлы .so и dlibConfig.cmake, которые будут распознаваться CLion IDE.

Другие решения

Я полагаю, вы собрали dlib на вашем компьютере.
Затем добавьте два утверждения ниже в ваш CMakeLists.txt, это будет работать.
