Решение

Наконец я узнал, что проблема была env -i команда — это удалило даже g++ путь, поэтому make-файл должен быть запущен без него.

Является GCC_EXEC_PREFIX установить в вашей среде? Проверять, выписываться https://stackoverflow.com/a/15262886 где была очень похожая проблема, решаемая не установкой GCC_EXEC_PREFIX в окружающей среде.
